Local government election regulations: guidance for local governments

A number of regulatory updates and procedural guidelines were introduced in July to help local governments support transparency, consistency and effective governance for this year’s Ordinary Local Government Elections in October.

These regulatory updates include:

  • technical improvements to support the smooth running of the elections
  • clearer rules about when a full recount of votes must occur
  • simplified gift disclosure: donors no longer need to report gifts, but candidates must still declare any electoral gifts they receive.

Using council titles during campaigning

Once elected, council members receive titles such as Councillor, Mayor, or President, and may be elected as Deputy Mayor or Deputy President. If you’re campaigning for re-election, you must clearly separate your official council role from your role as a candidate when:

  • speaking at public events
  • talking to the media
  • creating printed campaign materials
  • sending emails or posting on social media.

Make sure it’s clear whether you’re acting as a council member or as a candidate.

If you use social media in your role as a council member, avoid posting or sharing campaign content on your official accounts. Keep campaign material separate from your council communications.

Planning your first council meeting after the election

Councils are encouraged to wait until after the week following election day to hold their first meeting. This allows time for:

  • election results to be finalised
  • new members to complete inductions
  • new members to become familiar with their roles and other council members before making decisions.
