The State Government reforms will allow ORV owners in WA to register online, by removing outdated sections in the Control of Vehicles (Off-road Areas) Act 1978 (ORV Act) that required them to attend a Department of Transport and Major Infrastructure licensing centre in person to sign a statutory declaration confirming they met age and ownership requirements, and would comply with relevant noise and safety requirements. 

When ORV services have been added to the DOT Direct platform, owners will be able to manage their registrations online. The ORV Act still requires ORVs such as quad bikes and all-terrain vehicles to be registered before they can be used at ORV areas.

The new laws also include increased penalties of up to $5,000 aimed at deterring illegal activity and anti-social behaviour. Offences include riding dangerously, using an unregistered ORV and riding in a prohibited area which can damage the surrounding environment.

By making it easier to register and renew ORV licences, these reforms aim to increase registrations with proceeds from registration fees re-invested into the Off-Road Vehicle Account to build, upgrade, and maintain ORV areas for the benefit of the community.
