Community, council members and local government employees

A positive and respectful working relationship between the community, council and committee members and local government employees is very important.

  • Council members are required to represent the views of the community to the council and in turn, explain council policy and decisions to community members. Council members act as a link between the community and council.
  • The CEO is employed by the council and acts as the link between the council and local government employees.
  • Local government employees are employed by the CEO. Depending on the nature of their work, local government employees may also have direct contact with the community.
  • Under the leadership of the CEO, local government employees undertake the administrative and operational activities required to implement the council’s strategic direction, decisions, policies and plans.
  • Council members have no direct involvement in administrative or operational activities, or in managing local government employees, other than the CEO.
  • Following recent changes to the Local Government Act 1995, a communications agreement will need to be put in place by the council and the CEO shortly following the 2023 election. The agreement will guide who council members can communicate with from the administration and how this communication should take place.
