Local government decision-making

There is a separation of functions between the elected council and the administration in decision-making by local governments.

Decision making process diagram: CEO report and recommend to Council, who respond and decide on polocy and planning, which is actioned by the CEO who works with staff to perform tasks/projects and record and report back to the CEO.
  • The council is led by either a mayor or a president, and governs the local government district.
  • The council employs a CEO to manage the administrative body and its responsibilities.
  • Councils can only make decisions at council meetings or at committee meetings where the committee has delegated authority.
  • Individual council members have no decision-making powers.
  • Decisions made at council meetings are then implemented by the CEO and/or local government employees.
