This policy is designed to provide information in regard to the subject matter covered, and with the understanding that the Director of Liquor Licensing is not passing legal opinion or interpretation or other professional advice. The information is provided on the understanding that all persons undertake responsibility for assessing the relevance and accuracy of its contents.
The UEFA EURO Championships 2024 tournament hosted in Germany from 14 June to 14 July 2024 will be televised by streaming service Optus Sport. Many of the matches will be broadcast at times in Western Australia that fall outside of normal trading hours for most licensees. Accordingly, any licensee applying for extended trading permits (ETP) or to vary their licence conditions during the championships will be expected to demonstrate why it is in the public interest. In order to ensure that the primary focus of the extended trading is for patrons to watch the match and not alcohol consumption, licensees will also be required to identify the strategies they will employ to minimise alcohol consumption.
Furthermore, where licensees are applying to remain open between the end of normal trade and the commencement of a match, the licensee is required to lodge a short submission as to what strategies they will have in place to minimise harm during this period.
All applications will be referred to the Western Australian Police and relevant Local Government Authority for comment. Furthermore, licensed premises located in residential areas will be required to circulate a notice to residents within 200 metres of the licensed premises, to determine residents’ opinions on the possibility of the licensed premises remaining open beyond traditional trading hours.
Where applications for extended trading hours are approved, those approvals will generally be subject to, but not limited to, the following conditions

Licensed crowd controllers, in accordance with the Securities and Related Activities (Control) Act 1996, are to be provided for the duration determined in the ETP/variation. The ratio of crowd controllers will be determined on a case-by-case basis, taking into consideration of the licensee’s strategies to minimise alcohol consumption on the premises. A ratio of 2 crowd controllers for the first 100 patrons and one crowd controller for each additional 100 patrons (unless the permanent licence specifies otherwise) of part thereof may be required for the duration of the permit/variation.
The sale of packaged liquor for consumption off the premises is prohibited for the duration of the hours covered in the permit/variation.
For the hours covered by this permit/variation:
Licensees must lodge their applications as soon as possible, as late applications are unlikely to be considered.
When applications are lodged, other than for Club Restricted licences, the fee will be calculated based on the total number of people estimated to be present in the licensed area over the whole tournament.
Club restricted fees will still be $48 for each day requested. A day can include more than one match.
In addition, fees will be capped at $1285.50* for the event regardless of the number of persons present. All dates relevant to the UEFA EURO Championships 2024 can be entered in one application.
*For example, if the anticipated number of people in the licensed area at any time is 100 people per day over 10 proposed dates, the total number of people for the series of events would be 1,000 and therefore the payable fee would equate to $253.00.
As such, the fee caps will be calculated as follows:
* If the online portal calculates an application fee greater than the fee caps listed above, DO NOT PROCEED WITH PAYMENT UNTIL THE APPLICATION HAS BEEN ACKNOWLEDGED BY A LICENSING OFFICER. Please allow up to 3 days for an acknowledgement confirmation (via email) from the Department. Once the application is acknowledged, you will be invited to pay the adjusted fee and the application will proceed.
All dates relevant to the UEFA EURO Championships 2024 can be entered in one application.
